Knowledge: ask the policies

Five markdown policy files become chunks with stable ids in @de_canter/apogee-knowledge. A question retrieves the best user-scoped excerpts, the model answers from them with numbered citations, and the excerpts are shown so every claim points back to its source. The admin playbook is ingested too, but scoped so visitors never see it. The rental desk on the chat demo reads the same store: ask it a policy question and the excerpts land in its prompt.

Chunks

chunkMarkdown splits on headings, then on paragraphs past 500 words; ids are source#heading, hashes detect change, reingest drops what vanished.

Retrieval

An in-memory BM25 store here; a vector store over a host embedder and a hybrid fusion ship in the package. Every search honors the chunk's scope.

Composition

knowledgeContributor fills a knowledge slot in the desk prompt from the last question; answer does the same for this page and returns the citations.
